The Detailed Planning in the 1st draft is passed for public discussion pursuant to the Riga City Council resolution No. 4336 of 28.10.2008 On Passing the Detailed Planning in the 1st Draft of the Land Plot at 1a Kokneses Prospekts (Cadastral No. 01000900011) for Public Discussion and Receiving Statements (Proceedings No. 113, Article 16).

The Detailed Planning is elaborated pursuant to the Riga City Council resolution No. 2130 of 27.02.2007 On Starting the Detailed Planning Elaboration of the Land Plot at 1a Kokneses Prospekts, Cadastral No. 01000900011, Approval of the Detailed Planning Boundary and the Work Task and Arranging the 1st Stage of Public Discussion (Proceedings No. 64, Article 5).
The Aim of the Detailed Planning Elaboration is to define the territory usage and construction regulations in conformity with the requirements for construction in the Centre as determined by the Riga Territory Planning for the Years 2006-2018 by creating preconditions for the planned territory development.
The task of the Detailed Planning is to detail the planned (permitted) usage requirements and restrictions determined by the Riga Territory Planning for the Years 2006-2018, as well as to anticipate the appropriate infrastructure.
The Detailed Planning territory includes the land plot with the cadastral No. 01000900011.
The responsible official person is Director of the Detailed Planning Division of the Urban Planning Board of the Riga City Council City Development Department, office hours are on Mondays and Thursdays from 14.00 till 18.00 at 4 Amatu iela, 5th Floor, Riga (previous appointment by telephone +371 67105816).
The public discussion period of the Detailed Planning in the 1st draft is determined as 3 weeks – from 10.11.2008 to 02.12.2008.
The public discussion meeting shall be held at 17:00 on 25.11.2008 in the premises of NAMS SIA Architects Bureau at 7 Palasta iela, Riga.
Materials on the Detailed Planning in the 1st draft can be viewed at the Client Service Centre of the Riga City Council City Development Department at 4 Amatu iela, Riga (telephone +371 67105800), and NAMS SIA Architects Bureau at 7 Palasta iela, Riga, information telephone:  67211076. Written proposals and the public discussion reference forms can be submitted to the Client Service Centre of the Riga City Council City Development Department or sent by mail to 4 Amatu iela, Riga, LV-1050, or to the Detailed Planning elaborators – NAMS SIA – at 7 Palasta iela, Riga, LV-1050.
Only written applications and proposals submitted before 02.12.2008 shall be considered. If the applicant would like to receive a written reply, it must be indicated in the application or the reference form. The following must be provided in the application: for an individual – his/her name, surname and home address, and for the legal entity its name, address and registration number.
Explanatory Note
In conformity with the existing Riga Territory Planning (2006 – 2018), the planned territory at 1a Kokneses prospekts, Riga (cadastral No. 01000900011), is located within the new centre boundaries anticipated in the perspective. The planned territory is crossed by the street of the city importance, which connects the current Rusova iela with the structure formed by Kokneses prospekts and Mežaparka iela in the north. The territory planning anticipates arranging a green belt along this street. It is also anticipated to arrange green protection belts along the main streets, as well as along Mailes grāvis (the former Mailes River) at the northern boundary of the planned territory.
The Detailed Planning solutions emphasize a special place of the site as the connection between various types of construction and land usage, differing in life style and the city planning structure nature.   The territories adjacent to the land plot are included into the construction planning structure composition by forming a dynamic mix of the developed territory boundaries, the: Soft transition and bridging.
In general, the Detailed Planning territory is anticipated to have both the residential and business functions, as well as the social infrastructure objects.
