About Construction Board

The reorganization of the Riga City Council City Development Department has been performed as of 1 January, 2009, pursuant to the Riga City Council Resolution of 13 May, 2008, On Reorganization of Riga Municipal Institutions – Establishment of the Riga City Construction Board and Reorganization of the Riga City Council City Development Department. At present, the City Development Department and the Riga City Construction Board operate as independent institutions, which are directly subordinate to the political supervision of the Riga City Council.

As a result of the reorganization, construction supervision has been separated from city development planning, which means the clear division of responsibility and the closer political supervision of the construction process by the Riga City Council.


Information is currently available on both institutions on the home page www.rdpad.lv, however, a separate home page for the Riga City Construction Board www.rpbv.lv is scheduled to be created during the current year.

The Riga City Construction Board is the municipal institution subordinate to the Riga City Council City Development Committee that manages and controls construction in the city of Riga. The Construction Board consists of the Construction Projects Department, the Urban Environment Design Department, the Construction Projects Evaluation Division, the Construction Permits Division, the Riga City Construction Inspection and other structural units. The Goals of Our Activities:
To facilitate the simplification and transparency of the construction supervision process and the understanding of the existing procedure by its participants. To create a harmonious and balanced urban environment and to ensure the construction processes in the city of Riga takes place in a legal way.

Mission of the Riga City Construction Board:
To ensure construction in Riga takes with the observation of qualitative architectural and urban environment principles, as well as legally, and in conformity with the Riga territory planning, the construction regulations and other legislative documents.

Vision – Today and the Future:
The Riga City Construction Board is a trustworthy institution open to the public. It is an institution where the industry professionals work to take reasoned and clear decisions for the harmonious development of the urban environment. Illegal construction is impossible and the Construction Board employees are open to new ideas and quickly eliminate deficiencies in their work and in communication with Construction Board clients.

Main Objectives of the Construction Board:

  • To ensure the lawfulness of the construction process;
  • To consider applications of individuals and companies related to construction, protection of cultural monuments and visual quality of the environment;
  • To consider, evaluate and provide statements and instructions on the construction projects, to issue documents required for the construction design or to reject the construction applications;
  • To consider, approve or reject the construction projects;
  • To issue construction permits;
  • To supervise construction;
  • To organize the commissioning of the construction objects;
  • To consider, evaluate and provide statements and instructions on proposals for the placement of environmental objects, to issue the requested documents or to reject the offers on placement of environmental objects;
  • To issue permits for the placement of environmental objects;
  • To supervise the placement of environmental objects;
  • To issue notes on the actual condition of new structures or unfinished construction objects in the territory for the Riga City Land Register Subdivision;
  • To manage, coordinate and determine the procedure of land usage and construction, land survey, cultural monument protection and environmental visual quality requirements in conformity with Riga territory planning and legislation;
  • To consider and evaluate the detailed planning and land survey documents;
  • To supervise and monitor development and preservation of the cultural monuments and protected territories;
  • To ensure the study, protection and preservation of the cultural heritage;
  • To elaborate the environmental visual execution requirements, to ensure the preservation and protection of cultural monuments and other specially protected objects available in the territory.

The Quality Management System was established in the Department in 2006, which on 17 November of the same year received the international LVS EN ISO 9001:2000 Certificate. The system successfully operated since its establishment.
