The Riga City Council resolution “On Approval of the Riga Territory Plan for 2006-2018 with Amendments and Issuing Binding Municipality Regulations” took effect on 28 August.
The Amendments to the Riga Territory Plan for 2006-2018 define the changes made to legislation: the Amendments to the Protective Zone Law, as well as the Regulations of the Cabinet of Ministers “Methods of Determining Protective Zones for Overground Water Bodies” and “Regulations on Protective Zones around the National Defence Facilities and the Width of these Protective Zones”.
The Amendments have been elaborated after considering two Judgments of the Satversme Court on the Riga Free Port and construction on flooded territories, the conditions of different governmental and municipal institutions that are appropriate for the actual situation, as well as proposals of individuals and companies. Changes have been introduced to the Amendments to ensure the implementation of state and municipal interests in the development of such objects as the Riga International Airport and the Riga Free Port. The Riga Territory Usage and Construction Regulations have been significantly revised, anticipating a stricter and more precise regulation of the construction standards.
The strategic impact on the environment has been assessed for Amendments to the Riga Territory Plan for 2006-2018, approving the carried out changes.
Amendments have been made to the Territory Usage and Construction Regulations of the Riga Territory Plan for 2006-2018 in their graphic parts: “Restrictions on Usage of the Main Protective Zones and Other Land Plots on in the Scale of 1:10 000”, “Planned (Allowed) Territory Usage on the Scale of 1:10 000”, as well as the Riga Territory Plan Explanatory Note.
The Amendments to the Riga Territory Plan for 2006-2018 were passed to undergo five public discussions: when starting elaboration of the Amendments (19.02-19.03.2007, 13.08-21.09.2007, 14.04-16.05.2008), for discussion of the 1st draft to the Amendments (07.01-17.02.2009) and for public discussion of the final draft to the Amendments (14.04-16.05.2009). In total, several thousand proposals have been received from individuals and companies, many opinions have been submitted in the form of collective letters.
