In April 2009 the Riga City Construction Board has approved and accepted 219 construction projects that anticipate starting of new construction, reconstruction, renovation and engineering works. In April 2009 the Riga City Construction Board has received 98 confirmation cards to perform simplified renovation or reconstruction. The Riga City Construction Inspection has commissioned 79 objects.
In April the Riga City Construction Board has approved and accepted 219 construction projects, which is 38% less than a year ago. The largest number of approved and accepted construction and engineering projects was in the Zemgale Urban District, where 50 projects were approved, and in the Latgale Urban District – 49, in the Northern Region 41 projects were approved, in the Vidzeme Urban District – 37, in the Kurzeme Region – 29, and in the Central Region – 13 construction and engineering projects.
The most significant construction projects approved and accepted by the Riga City Construction Board in April are: demolition of the laboratory building at Kaļķu iela 1a; power supply to the Embassy buildings of the United States of America at Remtes iela 1; reconstruction of the administrative and auxiliary buildings of the Fire Protection and Civil Defence College at Ķengaraga iela 3; territory improvement, the external engineering network renovation and reconstruction of the NBS Sports Club and the National Operational Command Centre at Krustabaznīcas iela 9; the Riga Boarding School for Deaf Children, the sports complex 2nd stage, water main and sewage on Murjāņu iela; the reconstruction (restoration) 1st stage of the Ziemeļblāzma Culture Centre complex at Ziemeļblāzmas iela 36 and the Pulkstenis environmental object on the crossing of Lāčplēša iela and Firsa Sadovņikova iela.
Similarly, such construction projects have been approved as the kindergarten reconstruction at Saulkalnes iela 16a; the Symbiotic Tower multifunctional business complex at Balasta dambis 1; the shopping centre at Mārupes iela 10a; reconstruction of a warehouse into an office building with warehouse premises at Klijānu iela 2d; the low-rise block of flats at Bauskas iela 45; the water supply and manufacturing equipment cooling systems at Krustpils iela 53c; the sewage pumping station at Austuves iela 5; the multi-storied residential building heating network at Strautu iela 24a, as well as other construction projects.
The projects of the Memorial to the Victims of Soviet Occupation on Latviešu Strēlnieku laukums, the trade and service building on Krustpils iela, the office and warehouse building at Kleistu iela 24 and other projects have been approved on the sketch stage.
In April the Riga City Construction Board issued 98 construction permits, which is 49% more than last April. Most construction permits have been issued in the Latgale Urban District – 13 and the Vidzeme Urban District – 12, whereas in the Northern Region – 10, in the Kurzeme Region – 8, in the Zemgale Urban District – 9 and in the Central Region – 3. 43 construction permits have been issued to arrange engineering networks.

In April 79 construction objects were commissioned in Riga, which is 44% less than last April. The largest amount of commissioned objects was in the Latgale Urban District – 13 and the Northern Region – 10, whereas in the Zemgale Urban District – 10, in the Vidzeme Urban District – 8, and in the Kurzeme and Central Regions – by one construction object, and 34 engineering structures.
In the fourth month of the year the following objects were commissioned: renovation of the AS Augstsprieguma Tīkls administration building at Dārzciema iela 86; the A/S Grindeks industrial waste water treatment plants at Krustpils iela 53, with the total construction area of 898.5 m²; the SIA RTU – BT1 sports and exhibition complex reconstruction at Ķīpsalas iela 8, with the total construction area of 11,635.5 m²; the SIA Gemos logistics centre reconstruction (the 1st stage) at Vienības gatve 200, with the total construction area of 3597.1 m²; a residential building with trade and service objects on the ground floor at Ogres iela 5, with the total construction area of 5629.7 m²; the company hotel reconstruction into a multi-storied block of flats with social and rental flats (10 stories, 108 flats) at Jūrkalnes iela 7a, with the total construction area of 6681.1 m², extension of the water supply and sewage systems in Šampēteris, on Fridriha Candera iela and Lieģu iela, with the total construction length of 809 linear metres and other objects.
According to the currently available information, 25 administrative protocols were drafted in April on non-observation of the construction regulations, i.e. starting unauthorized construction and deviations from the approved projects. The Administrative Commission imposed fines of LVL 50 – 3000. The total amount of claimed fines for the committed violations is LVL 11,550.
The largest fine of LVL 3000 was imposed on GĪKS Rītabuļļi for construction of garages at Dzintara iela 65 with significant deviations from the approved project, which was deemed to be unauthorized construction.
The fine of LVL 2000 was imposed on SIA Araz Skice, as it performed reconstruction of a residential building at Spulgas iela 15 with significant deviations from the project, as well as used the ground floor of the newly built building for a cafe/bar premises. The fine of LVL 1000 was imposed on: SIA RKF Raisons for construction works performed with deviations from the approved project at the construction object at Daugavpils iela 8a and SIA Dziedniecība for reconstruction of the office building at Rušona iela 15 without the received construction permit and for its unauthorized operation without commissioning.
Whereas, the fine of LVL 600 has been imposed for construction of the underground sewage and water mains, without the approved project and the received construction permit, approximately 120 m long in the dune zone at Pludmales iela 20.
