The Construction Process Stakeholders Support the New Draft Construction Law
An informative seminar has taken place in the Assembly Hall of Riga City Council, where insight into the main stages of the existing construction process has been provided. The participants have been acquainted with the proposals initiated by the Construction Board on elaboration of the new Construction Law that anticipate reducing the time required to prepare the necessary construction documents prior to starting the construction.
The Riga City Construction Board represents Riga City Council in the work group engaged in elaboration of the new Construction Law and has submitted proposals to the Ministry of Economics for simplifying the construction process. These anticipate cancellation of the compulsory requirement to receive the Planning and Architectural Task, which will be issued only upon request of the Customer. The developer has to submit to the Construction Board a project, which will be evaluated pursuant to the current laws and regulations. Hence, the time required for the developer to receive the necessary documents will be reduced.
It is also proposed to change the procedure of contesting a construction project. It anticipates that the general public is informed on the developer’s planned project, a public discussion is arranged, if required by laws and regulations, thus, allowing the project to be amended prior to contributing considerable financial assets into it, concluding agreements with construction companies, etc.
During the discussions the invited representatives of the Construction Department of the Ministry of Economics, the Latvian Union of Architects, the Association of the Real Estate Projects Developers and individual developers have acknowledged that the solution offered is opportune and is unequivocally necessary. As the most perilous situation for a developer are complaints by third parties, due to which at any stage of the construction process it is possible to considerably delay its development, the proposal to arrange the Construction Law in such a way that such things are clarified prior to making considerable investments have received particular support.
The Ministry of Economics intends to continue working on the elaboration of the new Construction Law and to submit it for consideration to the Saeima this year.
