Elaboration of the Detailed Planning has been started pursuant to the Riga City Council resolution No. 4334 (Proceedings No. 113, Article 14) dated 28.10.2008 On Starting the Detailed Planning Elaboration of the Territory between Pulkveža Brieža iela, Sporta iela, Skanstes iela and Hanzas iela, Approval of the Detailed Planning Boundary and the Work Task
and includes the land plots with the cadastral No. 0100 018 2044, No. 0100 018 2028, No. 0100 018 2081, No. 0100 018 2080, No. 0100 018 2046, No. 0100 018 2026, No. 0100 018 2071, No. 0100 018 0065, No. 0100 018 0072, No. 0100 018 0076, No. 0100 018 0103, No. 0100 018 0104, No. 01000182021, No. 01000180080, No. 01000182017, No. 01000182070, No. 01000182072, No. 01000182016, No. 01000182007, No. 01000182047, No. 01000182020, No. 01000182050, No. 01000180071, No. 01000182079 and No. 01000182049, having the total area of approximately 22.5 hectares.
The territory is located in the Riga historical centre protection area and, in accordance with the Riga Territory Planning (for 2006 – 2018), it is allowed to be used in conformity with the centre construction, mixed construction, public construction, as well as the plantation territory and construction conditions.
The territory is anticipated for developing the multifunctional construction, including the commercial, residential, recreational, educational and other public functions.
The task of the Detailed Planning is to specify the planned (allowed) usage requirements and usage restrictions determined by the Riga Territory Planning for 2006-2018 and planning of the Riga historical centre and its protection zone territory, as well as to anticipate the appropriate infrastructure for these. The aim of the detailed planning elaboration is to specify conditions for the territory usage and construction at the detailed planning territory.
The responsible Head of the Detailed Planning elaboration is Director of the Detailed Planning Division of the Urban Planning Board of the Riga City Council City Development Department. Office hours are on Mondays and Thursdays from 14:00 to 18:00 at 4 Amatu iela, 5th Floor, Riga (in accordance with the previous appointment by telephone +371-67105816).

The term for submitting the proposals is determined as 3 weeks – from 19 November to 11 December. Written proposals during the aforesaid period can be sent by mail or submitted in person to the Client Service Centre of the Riga City Council City Development Department at 4 Amatu iela, Floor 1, Riga, LV-1050 (telephone +371-67217043), indicating the name, surname, identity number and permanent address, and for the legal entities – the name, address and registration number. If the applicant needs to receive a written reply, it must be indicated in the Application or in the Reference Form. Only written applications and proposals submitted by 11 December shall be considered.
