On Construction in Riga in May

In May 2007, there have been 394 construction projects approved and accepted at the Riga City Construction Board in total that anticipate the starting of new construction, reconstruction, renovation and engineering works.

In May 394 construction projects have been approved and accepted at the Riga City Construction Board. The largest amount of approved and accepted construction and engineering projects in May has been in the Vidzeme Urban District – 101 projects, in the Latgale Urban District – 86, in the Zemgale Urban District – 77, in the Northern Region – 65, in the Kurzeme Region – 43, and in the Central Region 22 construction and engineering projects have been approved.

The largest construction projects approved and accepted at the Riga City Construction Board in May: the hippodrome and the horse-riding sports centre at Kleistu iela, the guest house – the youth tourist base at 75b Bruņinieku iela, the multi-storey block of flats at 112 Ropažu iela, the multi-storey block of flats at Melīdas iela/ the 2nd line Vecmīlgrāvis and other projects.

The projects approved at the sketch stage: construction of the block of flats at Līduma iela, a complex of the low-rise multi-family homes at Eiženijas iela, the multi-storey block of flats and office premises at 163/165 and 169 Dzirnavu iela, offices and blocks of flats at 90 Ludzas iela, the low-rise multi-family homes at Gulbju iela, the block of flats at 28 Irlavas iela, the block of flats at 48 J.Čakstes iela, the multi-storey block of flats at the 2nd line Čiekurkalns and other projects.

In May the Riga City Construction Board has received 339 confirmation cards to perform simplified renovation/reconstruction, of these 273 applications have been received from private persons and 66 from legal entities.

In May the Riga City Construction Inspection has issued 200 construction permits: in the Zemgale Urban District – 29, in the Latgale Urban District – 25, in the Vidzeme Urban District – 18, the same amount also in the Kurzeme Region and the Northern Region, in the Central Region – 5. For constructing engineering structures, 87 construction permits have been issued.

In May 97 construction facilities have been commissioned in Riga. The largest amount of the commissioned facilities has been in the Latgale Urban District – 14 construction facilities, the same amount also in the Vidzeme Urban District, whereas, in the Central Region, the Northern Region and the Kurzeme Region by 13 facilities in each, in the Zemgale Urban District – 11. Out of the commissioned facilities, 19 are engineering networks.

In May the following facilities have been commissioned: the multi-storey block of flats with the public centre at Building 1, 7 Dzeņu iela, the multi-storey block of flats at 9a Dž.Dudajeva gatve, the block of flats at 73 Ūnijas iela, the multi-storied block of flats and office premises at 23 Hospitāļu iela, the unfinished reconstruction of the 9-floor building into a residential house at 74 Dzelzavas iela, as well as other construction facilities.

According to the currently available information on non-observation of the construction regulations, i.e. starting the unauthorized construction and deviations from the approved projects, 28 administrative protocols have been drawn in May. The Administrative Commission has imposed fines in the amount of LVL 50 – 5,000.

The largest penalty of LVL 5,000 was imposed for the unauthorized construction without the approved construction project and the construction permit at Turlavas iela.

The fine in the amount of LVL 3,000 was imposed for the unauthorized reconstruction without the accepted construction permit at 33 Raiņa bulvāris.

The fine in the amount of LVL 2,500 was imposed for the unauthorized construction without the accepted construction permit at the crossing of Garciema and Liedaga ielas. For the same violation, the fine in the amount of LVL 2,000 was imposed at 119 Krustpils iela.

The fine in the amount of LVL 1,500 was imposed for the unauthorized reconstruction of the building and its partial operation without commissioning of the facility at 19 Patversmes iela.

The fine in the amount of LVL 1,000 was imposed for starting construction without the accepted construction project and the construction permit at 30 Skolas iela, as the building is the local significance monument. Similarly a large fine was imposed for the unauthorized construction without the approved construction project and the accepted construction permit at 21 Dāliju iela.
